There appears to be a considerable difference of opinion as to whether or not it is equitable for ratepayers to pay half the cost of kerbing and channelling In front of their premises. For our part, we have no hesitation in stating that we think the system whereby the ratepayers contribute half the cost is one of expediency, and not of principle. It is adopted simply because the Borough Council has not sufficient funds to carry out necessary work on its own property, namely, the public highways. True, it is much better that the work should be done on the basis referred to than that it should be left undone, but if an all-round attempt were made to assess the value of public work to private individuals, we would expect a pretty state of chaos. The future expansion of Pukekohe should be rapid, and to carry out the required public works, to footpaths, channels, roads, and other public facilities, the Council will probably be obliged, before very long, to ask the ratepayers to sanction the raising of a much needed loan.
