The officers of the Salvation Army wrote thanking the Council jor the coDsideratien shown in the charge made re the drainage work done recently in connection wi'h their hall. The practice of people lighting rubbish fires without notifying the Town Clerk, as required by the bylaws, was the cause of a complaint from the Fire Brigade.—The Inspector drew the attention of the Council to the unnecessary calls made upon the Brigade, thereby putting them to financial loss. —It was stated that the person to whom the complaint particularly referred previously caused inconvenience.—lt waa resolved to write to the individoal concerned, advising him that before starting fires it was necessary for him to obtain a permit from the Town Clerk. The Public Service Committee reported that they could net recommend that a permit, as asked for, should be giveu to Mr W. In connection with the decision of the Council at the last meeting, to make a tip-head at the end of Water street a deputation of residents of that locality, consisting of Messrs Whiteley, Brown, Bradley, and_ Paton, waited upon the Council in opposition thereto. Mr Bradley spoke of the site being ndjacent to a part'of the river which was frequently used for swimming purposes. He ilso said tiwt the accumulation of rubbish there was calculated to cause a public menace. Mr Whiteley stated that he was not there in the interests of his own property but be considered that the dumping of the rubbish wa? not in the interests of economy. Cr Brady stated that a misconception apparently existed amongst certain residents over the decision of the Council in adopting the sre as a tip head. The old site in Church street, he said, was illegally used inasmuch as the property was part, of the Canal Reserve.
The Mayor explained that he had visited the spot in company with a member of the deputation and be agreed to a certain extent as to the unsuitability of the place as a tip head. He had taken the responsibility of instructing the foreman to discontinue depositing more rubbish there until further notice. '
Or Field moved that the depositing of rubbish on the tip head in question be discontinued. The Mayor ruled the motion ont of order stating that the previous motion would first-have to be rescinded. for which a notice of motion would be required. Cr Field thereupon suggested that the Standing Orders should be suspended to allow discussion on the matter. It was eventually agreed, on the motion of the Mayor, that the Council should visit the locality to-morrow (Saturday) and in that the meantime no rubbish should be deposited thereon.
