In regard to the manure nuisance that is alleged to frequently exist at the railway station Mr Martin, (counsel fir the Municipal Association) replying to the Council, advised that the Council had no legal position on the matter. The Mayor remarked that the advice seemed conclusive. Cr Stringer thought the opinion was unsatisfactory and contended that Council was afraid to take action. Asked what he would suggest Cr Stringer replied " enforce the by law " but the Mayor pointed out that the by-law could not be enforced outside the Borough boundary. Cr Brady thought that there was often some carelessness shown in con nection with the unloading of manure and it should be insisted upon that the trucks containing it should be covered. After some discussion it was re solved, on the motion of the Mayor, that the Town Clerk should reply to Mr Dalziel, who had lodged a complaint, that the Council had no legal position and that the petitioners could take action as they thought beet It was also resolved to ask the Railway Department to see that their by-laws in regard to the unloading of trucks should be enforced. HIPABUN RIGHTS Mr R. Hollond waited on the Council and made a claim of £lO in respect of riparian rights on his property on Stock Road, which he claimed, had been exercised by the Council. Cr Todd urged that the claim by Mr Holland should be put in proper legal form. Cr Brady said that although there was nothing on record he believed some understanding had been arrived at by members of a previous Council or Road Board with regard to riparian rights. The Mayor remarked that there was apparently nothing on record and he asked that Mr Holland should put his claim in writing. Mr Holland objected to doing this, contending that all the previous arrangements with regard to purchase of a boat thai and the claim for riparian rights bad been made verbalAfter further discussion it was arranged to pay £lO to Mr Holland, he undertaking to give to the Council an effectual discharge for the claim. tTJSATISFACTOBY MAIL DILTVJBT Miss L.
