PAPAKURA

TOWN BOARD BOUNDARIES COUNTY COUNCIL'S CONCURRENCE Matters in connection with the extension of the Papakura Town Board's boundaries, as authorised in the Washing-Up Bill passed in the last session of Parliament, were further advanced at the Town Board meeting last Monday, when the Committee that had been appointed to confer with.the Franklin County Council, whose district is affected by the proposals, reported as follows : "Your sub-Committee have to report that they interviewed the Franklin County Council at their meeting on Thursday last and placed the matter of the extension of the boundaries before them. Mr Gillespie and Mr Holt both addressed the Council pointing out the reasons why this area should be included in the Papakura Town District. The Council then decided to appoint a Commission consisting of the Chairman (Cr Motion) and Crs Lockwood and Thomas, the Commission to visit Papakura and confer with the Papakura Town Board Commissioners." Your Committee have to report having interviewed the members of the Commission appointed by the Franklin County Council. After visiting the boundary roads it was decided to eliminate where possible these roads We have therefore to suggest the following: That the portion of Beach road and the Great South road which under our proposed scheme would be boundary roads be eliminated by including Mr Kirk's property and Mr A. Willis' property within the proposed area The boundary line as near as possible to follow these properties so as to bring one boundary line out on the Great South Road opposite the line behind Mr Baker's property, the other, as near as possible, opposite tho boundary of sec. 11 on Beach road."

"It was also decided to recommend that the boundary roads at present under dual control, those known as Dominion road and Walker's road be divided into equal portions and one half controlled by the Town Board and the other by the County Council." "The Council desire to take- over that portion known as Red Hill. However, the Council desire to know whether this Board is prepared to pay half the amount (£SO) towards the work to be done on this Hill. A grant of £IOO has been authorised for several years for this work and the Council are desirous of lifting this sum."

"If this arrangement can be made with the Council it is safe to say that no objections will be forthcoming from the County Council in reference to our Extension of Boundaries Scheme."

The Chairman (Mr Gillespie), in submitting the report, gave it as his opinion that the arrangement entered into was in every way satisfactory. The late Chairman of the Council, he explained, had objected to the Board's boundary crossing Beach road, whereas thfe Commission, on behalf of the present Council, offered no objection. The Commission also desired the Board to take half or Dominion road—about 20 chains —subject to the Board carrying out the pledge of the previous Board to contribute £SO as half of the Gov9rnment'ssubsidy(£loo) in respect of Bed Hill, the County agreeing to take over one half of the road The Chairman added that it was not advisable to interfere with Walk r's road. Continuing, Mr Gill spij favourably commented on the w iy the members of' the Commission had mat the Board and had thm assisted towards an amicable settlement being arrived at. With to tli* letter received from th- Kiitrpayers' Association intimating that they would object to the propose*! boundaries " at the proper time/' the Chairman mentioned that a counter petition would he prepared and any objectors would be asked to sign such petition giving the reason for their objections When that was done the document would be attached to the petition and forwarded to Wellington for consideration by the Government. Mr Campbell considered that the 300 acres proposed to be incorporated at a later period if necessary, should be included now and further tliat >.t least five houses on the Wairoa r< ad should have been brought within the area.

The Chairman, replying to Mr Cnmpbell, said the next Board could take the whole of the remaining land but it was not proposed that any extra portion of the boundary should be interfered with at present. The report was adopted.
