MANUREWA TOWN BOARD. All tbe members were present at the fortnightlv meeting of the above authority held yesterday viz.:— Messrs T. J. Corin, chairman, G. Coxhead, C. Coxhead, E. S. Pegl?r. C. H. Lupton F. E. White and H. V. Barton, with tbe clerk, Mr A. G. Mabee. TUti OLEKKSHIP. Mr A. E. Bailey, clerk to the Wairoa Road Board, renewed bis application for tbe position of clerk to the Town Board. The chairman suggested that in the event of the clerk, Mr A. u. Mabee, being "called up" be should be granted leave and bis position keot open for him tbe course followed by other local bodies. Mr Burton gave notice tbat be would move at th» next meeting tbat Mr Mabee should be permnaently appointed cl:rk and tbat a temporary appointment should be made during his absence on military duty. RATES ON THE CHILDREN'S HOME. A pica for exemption from having to pay rates on tbe Manurewa Children's Home war put forward by Mr Cathie, president ot tbe New Zealand Baptist Union, Wellintgon, who was accompanied by Messrs Deanley, Penman and H. Spedding, Auckland. Mr Cathie, acting as spokesman urged tbat the Home should be free of rates inasmuch as it was a public benefit, 60 children being nouaed, clothed and fed therein without any Government assistance. Mr White advised the deputation to approach the Manukau County Council with a view of having the ratea struck by tbat authority remitted, in which case it would be a lead to tbe Town Board. Tbe clerk mentioned tbat tbe matter had been before the Manurewa Road Board, and the Government auditor ruled tbat the Board could not remit tbe rates, Tbe chairman pointed out tha* the Board waa short of funds, bu ( nevertheless if it was feasible th e deputation would "be met" in th e matter He asked whether it was cor* rect that the Trustees of tbe Horn* had refused a donation from a Racing Cluh. The reply was in the affirmative. The chairman advised the deputation tbat the request would receive careful consideration. It was resolved tbat particulars of matters appertaining to the Papatoetoe Children's Home should be secured, and the Government Auditor communicated wtib. UOADING CONDITIONS.
Mr H. Spedding, Auckland, as representative of the owners of the Jellicoe Estate, waited on the Board in connection with a request previously submitted for modified conditions io respect to the proposed roading of that property, and in accordance with notice of motion Mr White moved that the Board's road log conditions should be altered so that the width of the necessary metal and apawl track should be reduced from 18ft to 15ft. Mr C. Coxhead seconded. Mr Lupton opposed on the ground that a IStt track would be too narrow. Mr Burton counselled that if there was a likelihood ot trouble arising with other syndicates in the event of the request being acceded to it would be unwise to grant the request. Mr White said that it was not intended to form a recedent. The chairman: But they would make it so. On the motion being put to the meeting Messrs C. Coxhead and White voted for, and the chairman, Messr? Lupton and S. Coxhead against, Messrs Burton and Pegler refrained from voting, the former claiming that the matter bad been hurried through without being fully discussed. An application for the conditions to be modified to allow for the metal tracks on the proposed Puriri Park sub-division to be made 14ft wide instead of 18ft was received from Mr C. A. Martin, licensed surveyor, Auckland, but was not entertained. RAILWAY BRIDGE SITE.
Hr Spedding esquired whether anything further had transpired in reaped to the proposed overhead bridge across the railway line at the site of the new railway station. Mr Barton conveyed a request on behalf of Mr G. Smith, one of the promoters of the proposal, to the effect that the Board should be represented at the deputation to wait on the Chief Engineer, who was coming north from Wellington and would be in Auckland next Monday. Details of what the owners ot the Jellicoe Estate were prepared to do in connection with the nroposed bridge was read by the clerk, as follows:—We agree to alter the proponed Jellicoe Road to fit in with the plsn submitted by the Kailway Engineer to the Board. Further to contribute a strip ot half a chain oif section 41, facing the railway line, on the condition that the bridge is constructed across the line as per the plan, and the approach formed, graded and metalled, as per reading conditions of tbe Board, and, further, that the road be formed, graded and metalled from the bridge towards tbe
railway station and the same finished in accordance with the roading conditions. The Syndicate not to be asked to contribute any cash towards such improvements. Should the board desire to construct a public road from the proposed bridge to the existing station road, the Syndicate ajree in addition to the aforementioned land to be contributed, to give a 33ft strip off section No. 77, facing the railway, and to contribute £6i> in cash towards road construction.
The clerk reported that no data, as arranged, had heen submitted by Messrs Phillips and tfmitb, the promoters. Mr G. Coxhead mentioned that signatures bad been obtained from ratepayers approving of a special loan of £I2OO tor roading and making approaches to the bridges. It was resolved that the Board, as a whole, should wait on the Engineer in Auckland on Monday. BASLEY'S ESTATE. The suhj'ol of thr completion of Claude and Arthur mads, in connection with which Mr G. W. Basley is
concerned, wu again dealt with, tbe Papakura Valley Koad Board writing, in reply to a request from the Town Board for a copy or He resolution banding over the control of tbe roads in question to tbe Town Board, tbat no such resolution had been passd. Tbe chairman, Mr Pegler aid tbe clerk, however, all remembered sue) a decision being arrived* >£ by tee Koad Board at a meetirg at which they were present. The clerk reported that Mr Moody, clerk to tbe Road Board, bad informed him since forwarding tbe reply tbat there waa reference in the minutes to tbe matter, but tbat tbe same was not clear. Tbe clerk read the following extract from a report of the Road Board meeting that appeared in tbe "Times," viz.:—"Ultimately it waa agreed that the bnnd and all documents connected with Barley's road stun Id he handed over to tbe Town Board should that Board decide to take the matter over." The chairman and clerk were deputed to übtain from the Koad Board a copy of the minute paaaing over tbe control ot the roads, and, further, tbe chairman was empowered to seek advice from tbe Board's solicitors as to the Board preceding to complete tbe roada straight away in accordance witb tbe bond executed between tbe Road Board and Mr Baaley. MISCELLANEOUS. It waa resolved to draw the Manukau County Council's attention to the condition of tbe road and footpath leading from Mr Brinemead's property to the Valley road, witb a requeat that both should receive attention. , It was agreed that apawla tor repairing Kuaseli road should be ordered, and tbe Clerk was instructed to apply to tbe Railway Department for a track of scoria for tbe road leading from tbe railway station to Weymouth, tbe Board to do the work. Tbe clerk waa empowered to order four reinforced concrete posts, tor lighting purposes, together witb four lamps.
KAILWAY MATTERS. Reference to the decision at the previous meeting that a deputation consisting of the chairman, Mersrs Lupton and Pegler, should wait on the Papakuia Town Board to secure united action for in improved train service waa responsible for "a breeze" between the chairman and Mr Pegler. The chairman apologised for not proceeding to Papakora on the night arranged owing to the boisterous weather that prevailed on the occasion. Mr Pegler explained that as the, result of an assurance given by the] chairman that he would "call" deputations appointed by the Board, he looked to him to be notified at to the deputation to wait on the Papakora Town Board, but he received no information as to the arrangements. He asked why the spirit of the motion was not carried out? The chairman, in reply, said the blame was attachable to him, the chairman. Mr Pegler: But you did not know it was going to be wet. You should have convened the deputation. The chairman: Your's was an oversight; but arrangements were made with Mr Lupton. Asked by the chairman whether he would like to move a vote cf censure on the chairman, Mr fegler replied: I cannot understand it. It's beyond my comprehension. On the chairman agreeing to endeavour, in future, to get the clerk to "call" the deputation together the matter dropped. ._, Mr Lupton reported that of the deputation appointed be alone attended the meetng ot the Papakura Town Board. On the proposal of Mr Pegler it was resolved to form a railway league; to meet fortnightly, until October, the league to consist of two representatives bach from Wiri. Takanim and two members each Qjb the Papakura and Manurewa lowa Boards. The chairman- and 'Mr Pegler were appointed as representatives of the Board. A very beautiful oak altar baa been presented to St. Luke's Church by Messrs Corin and Mabee, to the memory of the late Earl Kitchener. The Bishop will attend next Tuesday lor the purpose of dedicating the altar, the service commencing at 8 p.m.
