MERCER TOWN BOARD.

By-Laws. Notice is hereby given that at a Special Meeting of the Mercer Town Board hold on Wednesday, 22nd day of December, 1016, the following resolution was passed and will be submitted for continuation at the Ordinary Meeting of the Board to be held on Wednesday, the 19th day of January, 1916, at 7.30 p.m., at the Oilices of the Board at Mercer. RESOLUTION.

Iu exercise of the powers conferred upon it by the ''Town Boards Act 1908" and Part XLII of the "Municipal Corporations Act 1908" the Mercer Town Board in Special Meeting hereby approves aud adopts the By-Laws as now signed by the Chairman and directs that a Meeting of the Board be held on Wednesday, the 19th day of January, 191G at the Offices of the Board at Mercer for the purposes of confirming this Resolution.

The object ami purport.of the Bylaws are to regulate, control or license within the Town District of Mercer the following matters : To provide for Penalties for the breach of any of these

By-laws. PART 1. Oudei; 01 Pkocledixos. To regulate the order of the proceedings of the Members of the Board. PART 11. IiEXEBAL. To provide the maimer of service of notices or other documents on or on behalf of the Board : to control the condition of hedges ; to prohibit the plating upon or the burning of material in any Street without consent of the Board; to prohibit the stacking of imilammablo material within 10 ft. of any building or Street ; to prohibit injury to Street: to prohibit the discharge of missies or fire-arms in any Street; to provide for the safety of passengers along stroets during excavation or building operations ; to forbid the placing of any placard or other writing upon property ; to forbid droppings from the eaves of any building upon any Street, to prohibit the rolling of any cask, breaking in of horses or the indulgence of any game in any Street to the annoyance or danger hi the public ; to prevent furious or negligent driving; to forbid the salo of animals in any Street; to rfgulate the construction of cellarilaps | to prohibit the keeping of pigs within ooft. of any dwelling house , to provide for fencing and illumiuatiuu in any Street; to prohibit the leaving of any rail, gate, fence, or cover or any entrance to collar abutting upon any Street in an v manner calculated to be a danger to the public . to prohibit the driving ol auy dug or goat harnessed to any vehicle along auy Street; to prohibit the uumug h>ose of cattle m any Street . to regulate and control tiie movements of cattle diiven through .i Street to prohibit the assemblage in any Street of persons :-o a . to impede passengeis . to prohibit the defacing or injury of any ! prupoity in the district; to prohibit i the nugiug of auy tiro bell without j just cause . to prohibit misbohaviour ! in any Street : to provide for the I i leansiug of chimneys: to prohibit ; the .to rage of any explosive material without permission of the Board : to prohibit the slaughter of auiinals | in the Street : to forbid the obstruction of any (Jlliirr of the Board ir> j tin! course ol his duty : to rfgulate the control of dogs : to prohibit *,hc j use of barbed wire on auy boundary j fence , to prohibit iba conduct or j uiaiuge&ct J any disorderly 4

house; to prohibit the erection of sign boards without permission ; to give power to the Board to affix to any house or building the name of any Street ; to prohibit other persons affixing names of Streets in anywise without authority from the Board; to provide for excess and crossings over any footpath, watercourse, channel or gutter; to provide for the repair of any footpath, watercourse, channel or gutter ; to provide for the repair of private Streets ; to prohibit the granting of any right-of-way without the consent of the Board ; to give power to the Board to partly or permanently improve any footpath and charge the owner or occupier of the premises affronting thereon a proportion of such cost; to prohibit the usa of defective scales ; to regulate and control the keeping of public weighbridges. PART 111. Building. To prescribe generally the regulations under which buildings within the district may be erected, added to, renewed, or repaired, and require plans and specifications of such work to be lodged and a permit for the same obtained; to provide for the inspection of such work and authorising the Board to compel the removal of any work begun in contravention to the By-laws ; to prescribe the materials with which buildings may be constructed ; to regulate the construction of any stove, grate or heating apparatus therein ; to provide for a grading of any ground underlying any building ; to provide for the proper ventilation of a building and authority to the Board to condemn any such building. PART IV. Sanitary and Public Health To regulate and control the structure and building of privies and sanitary conveniences; to prescribe the material for the building thereof; to provide means of access to and for the ventilation, cleansing, repair and number of and removal of nightsoil from such privies and sanitary conveniences, and the distances at which they are to be built from any house, stream or well; to prohibit the pollution of any water for any domestic, commercial or public purpose ; to provide for permits being obtained for any drainage work; to give power to the Board to contract for the removal of nightsoil and fix fees for such removal; to prohibit the carting of nightsoil without permission of the Board ; to provide for the cleansing of gullies, hollows, drains, earth-closets, stables, dog-kennels, fowl-houses, yards and ash-pits; to iprohibit the throwing or leaving of any dead animal or the discharge of any offensive matter into or upon any street, public place or water-course, to require the removal of any filth, ashes, dust, or rubbish upon any premises and to prescribe the manner of such removal; to provide for the drainage of storm water and the repair of pipes in connection therewith at the expense of the owner or occupier of any land fiom which such storm water Hows. PARTV.

Pi'ulu Halls. To regulate and" control all public halls, billiard rooms and shooting galleries and require the same to be licensed. PAET VI. As to Vehicles. To regulate and control the pace of vehicles and of horses and to require vehicles plying for hire either for passengers or goods and the driver thereof to be licensed. PART VII, Reoitlations ion Heavy Tkaihc To regulate and control heavy traffic and to provide for the width of tyres to be used on vehicles engaged on heavy traffic in the district and to require such^vehicles to be licensed. PART VIII. As to Tbautox Engines. To regulate and control traction engines and to provide for the weight to be carried thereon or hauled thereby and to require such traction engines to be licensed. PART IX. Sale oe Food. To regulate and control the sale of human food and to provide for any diseased or unwholesome food to be condemned. PART X. As to Hawkers To prohibit the sale of goods within the district by hawkers without license and prescribing the fees for such license. PART XI. LICE.NSES To provide that all licenses issued by these By-laws shall expire ou the o1 st day of December, following the date of issue and for an , abatement of license fees where licenses are issued after the 30th day of June in any year. PART XII. Penalties To provide for penalties for the broach of any of these By-laws. A copy of the proposed By-law* is deposited at tho Office of th?
