Total amount £II,I.VJ In reply to a query the Town Clerk said that rive-tights of a pennv rate would cover the cost of the loan. The Mayor said that under the new scheTie they would not need such a bis; general rate. Cr Pollock: Oh yes wc will. The other roids require to be done and the general rate could be spent there. Cr Beatty supg sted thit they might put another eighth of a penny on and get anotlur two or three thuu°and pounds to do the outside street".

Cr Hamilton said he was against heavy rates, but 1)2 dil r.ot see how they were going to do the road work without money. They did not want to go on for ever in gum boots. Tha Mayor said that a Dumber of people had said t> him that if these outside roads were provided for thev would support the l'>an, It would not be necessary to raise all the money this year as they could not do all the work at once.

Cr Hamilton said the position of Manukau road was that it was carrying a lot of heavy traffic and unless scmsthing were rio.ie they would have to close the road. Cr PolloL-k said if the boundaries of the borough were adjusted as had b:en suggested, about 50 chains of ro:d would be cut off. which would bring the required rate down to id. The Mayor: Of course it would cut otf a lot of our valuation. Cr Hamilton remarked that all tha traffic frrm Daysh's, Berriimn'a and other settlers on the other side of the line came into the borough; they used the roads but did not pay any rates to the borough.

Tee Mayor: All Berriman's should come in end most of Jim Koulston's. He added that the people here had livej Ions? enuugh in the mud. Cr Bilkey said if the loan was only for King street he did not think it wjuld be carried.

Ci Comrie proposed that the report be adopted. This seemed to be tbe orly way out of the difficulty.

Cr Hamilton seconded. The people should have an opportunity of saying whether they wanted the nsds or not. The Council had not yet got to the point where they could make the roads without money.

Cr Pollock said the report was not to be taken as quite accurate as they had rot had time to measure the ro:da. rJtfore they we:;t to the people they should go more carefully into the figure?. The Mayor thought the loan ehould be railed in a lump sum and that it should be left to the discretion of the Council where the money would be spent. Cr Hamilton: Then the fighting will begin. Cr Beatty tepeatecl that an extra £3OOO should be added fur tho outside roads

Cr Hurley agreed that something should be done for the outsiders, ihey pmd ra'.cs and rates for years and years, but nuthiiitf was ever done for them.

Cr Comrie thought that scoria and shingle would make better and cheaper roids than metal.

Subject to such alterations as may suggest themselves later on the report was adopted.
