BIG LOAN PROJECT.

For County Road Work. At Thursday's meiting of the Franklin County Council the following paragraph appeared in the engineer's report:— "Loans for Coutity Roads.—l would reepecl fully point out to your Council the desirability of raising loans for road construction, and would suggest that a committee be Eet up to go into the matter and bring before your Council at its next meeting a proposal showing the amount required on the different roads.''

Cr Campbell said he had referred to this matter some tine ago. He thought the time was ripe for getting away from the eadgirg of £SO here, £7O there aid £IOO somewhere else. They should go in for some comprehensive scheme and get substantial assistance from the Government. His idea was that the Council should take up a large and useful loan; the Council could finance the money where the ridings could not. Say they took up £20,000Pukekohe could take £4OOO in conjunction with the Government subsidy; Mercer might have two or three thousand, Hunua its share, and to on. By taking up euch a lean they could ask the Government for or.e subsidy instead of going to them for a hundred and one little allocations. He believed the Government would rather do this than hand out a number of littla Bums. It was no use coming to this Council unless they had the wherewithal to do required work, and they could not make roads without funds. He did not think that this proposal would put an Edditional tax of a penny upon the ratepayers and when submitting a loan they could give an assurance that the special rate would not be collected but that the interest and sinking fund would be paid out of general rates. Cr Renall moved, That the Finance Committee go itto this matter ar.d report at next meeting. Cr Henry seconded. Cr Renall Baid he wa3 satisfied these works should be done out of loan money. If they took a bi« loin they might get it at 3J per cent, which would be true econorry. Cr Henry suggested that the question should be rehired to the engineer to tea how much was required for each riding. The motion waj carried.
