[TO THE EDITOR.J Sin, Having .noticed that the Mayor, Mr Lawrie, foreshadows an iucroasa in the rates next year, I think that the present would bo a favourable time to consider our rating system. Would rating on unimproved values result in the payment of a more equitable rate ? There i& a lot of land going up in value because of the expenditure of' loan money (upou which the people pay rates) and tlie.se lands, though they appreciate in value, do not pay rates at all.
