CHINA AND RUSSIA.
FRICTION OVER MANCHURIA. Following Chinese aggression in "Manchuria, Soviet troops were recently reported to have crossed the Sibe■rian frontier and to have established posts at Khailar. The dispute between Russia and China concerns the control of the Chinese Eastern Rail■way, which has long been a source of friction between the two countries. The trouble was intensified recently "by the completion by China of a via- * -duct across the railway to connect Angangchi by the standard gauge ■with Tsitsihar. Protests were made by Russia on the ground that the via■duct encroached on her zone. Her ■objection is that the connection with Tsitsihar permits the deviation of goods from the Chinese Eastern Railway, on which they can be carried to “Vladivostock, to purely Chinese lines ■ running to Mukden, and then to Pelting, Dairen, and Seoul. The loss of “traffic will probably be considerable. About the time when the viaduct was ■opened the laying of rails on a line ' between Kirin and Tunghwa was completed by China, and there remains 'Vy a short section to be built to conmeet that line with the Japanese system on the Korean frontier. Shortly "before this the construction of a rail- \ way from Hajlungcheng to Kirin had j «voked strong protests from Japan. |
