Napieb, Dec. 7. At tin* Supremo Court Criminal Sussmut to day the Chief Justice, in charging the Grand Jury, aai.l tiie charges were more numerous than formerly. He referred to three charges against boy* of 15 years old, indicating influences at work calling for legislative interference. He thought provision should be made for licensing out boys of tender years convicted of oflenceg without showing criminal tendencies. He thought neither the Industrial Schi>ols or Reformatories had fulfilled their mission. The Probation Act could only npply to grown men, aud even in their case it was almost unwork, able. Licensing out boy-B should be under Government control.
