BULGARIAN AFFAIRS.
London, October 5. It is believed that General Kaulbars is trying to provoke a rupture in Bulgaria. The speeches of M. Tisza and Lord Randolph Churchill have encouraged the Regency to stand firm. Sofia, October 4. A mass meeting was held in this city to-day to protest against the demands of Russia in regard to the future government of Bulgaria. General Kaulbars, who was present, proceeded to harangue the meeting, hut was shouted down, and left the hall. Before doing so he warned those present not to disregard the advice of Russia. October 5. General Kaulbars, who is at present on a tour through Bulgaria and Rouinclia. has given formal notice that the election.-- for the Grand Bobranje will be illegal. Vienna, October 4. Tlie Austrian Government recently made a proposal to the other Powers that a conference should he held to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have, however, replied, declining the proposed conference.
