Replying to Mr Ormond who asked when will the short piece of lino required to complete the Napier railway to Woodville be let, ami will the contract provide for the completion of the line to Woodville in February next when the contract for the section now in course of construction i" to be completed ? Mr Richardson said the specification* were now ready and he replied to the latter part of the question in the affirmative. Mr Reliance moved the second reading of the S(«ci»l Powers and Contracts Rill which wits brought in to grant social powers to the Governor to issue Crown grants and to enable him to carry out rettuin c< ntracts and promises. He said as the Rill would have to go to the Waste Lands Committee and he hupcil the House would consent to the second reading.— Agreed to.
