(Reuter’s Telegrams.) London, December 6. The Franchise Bill was again under consideration in the House of Lords to-day, and passed through all its stages. The House has now adjourned. Parleying which has been proceeding between representatives of England and Spain, resulted in the latter giving a pledge to support an Anglo-Spanish Commercial Convention.
