[Own Correspondent.] Napier, November 21. The Attorney-General has given it as his opinion that there must be separate rolls for Napier, and for each riding in the counties in taking the vote whether the loan for the proposed harbor works shall be raised. The consequence will be that some of the large property owners or occupiers will have 25 to 30 votes each.
