[Own Correspondent.] Napier, November 6. For the position of rate collector sixteen applications have been received by the Borough Council. Shortly after 1 o’clock this morning a fire broke out in an out-building, occupied by Scarfe, grocer, Dickens street. The brigade soon turned out, and the fire was confined to the building where it started, a wooden affair containing empty cases and oddments, which, together with the building, were destroyed - but the damage altogether was very unimportant.
