PARLIAMENTARY.
[Own Correspondent.] Wellington, November 5. Legislative Council. ANNEXATION AND FEDERATION. In the Legislative Council yesterday The Colonial Secretary moved a series of resolutions relating to annexation and federation. On the motion of Mr. Mantell the debate was adjourned. Third Readings. The Wanganui Harbor Bill and the Hokitika Steam Tug Bill was read a third time and passed. Second Readings. The Life Assurance Policies Bill was read a second time and considered in Committee. Progress was reported, with leave to sit again. Mr. Reynolds moved the second reading of the Beetroot Sugar Bill. On the motion of Mr. Mantell the debate was adjourned till next day. The Westland Education District Subdivision Bill was read a second time, and referred to a select committee. In Committee. The Land Bill was considered in Committee and reported with amendments. House of Representatives. Replies to Questions. In the House yesterday, replying to questions, the Government stated It was not necessary io appoint a special magistrate for Wairoa, Hawke’s Bay. That the Coast bridle-track between Mohaka and Napier has been proclaimed a road under the Roads and Bridges Construction Act.. In Committee. The Consolidated stock Bill was considered in Committee. Major Atkinson said he felt as strongly as ever against the Bill, but it was useless trying to prevent its passing through Committee after the second reading being carried by such an overwhelming majority. He thought, however, the House would prevent the passing of the Bill. Clause 10 was amended by inserting “ Governor in Council ” instead of “ Colonial Treasurer.” Clause 15, providing that the Colonial Treasurer might delegate his powers to an agent, was struck out. The Bill was then reported and read a third time and passed. The Loan Bill and the Property Tax Bill were passed through Committee and read a third time and passed. Committee of Supply. The House then went into Committee of Supply, and the remainder of the sitting was occupied in passing estimates.
