[Per United Press Association.] Christchurch, November 1. The Minister of Justice has telegraphed to the Mayor of Lyttelton in reply to a petition respecting McCarthy, of the American barque H. J. Libby, that the Governor has no authority to direct the American Consul to order that all the ship’s crew be examined, but the petition will be forwarded to the Consul with a request that he would take such steps as would meet the ends of justice.
