[Own Correspondent.] Wellington, October 81. During the discussion on the District Railways resolution, the Speaker said the original motion proposed by Sir Julius Vogel was clearly unconstitutional, as it was meant to over-ride the decision of the Legislative Council, but he considered the amended resolution quite in order. The Reporting Debates Committee have recommended a bonus of £5O each to the permanent Hansard reporters, in consequence of extra work through there having been two sessions in the year.
