PARLIAMENTARY

[Own Correspondent.] Wellington, October 8. Legislative Council. Second Readings. In the Legislative Council yesterday The New Zealand Shipping Co.’s Bill, and the Trustees, Executors, and Agency Co.’s Bill, were read a second time. Third Readings. The Road Boards Act Amendment Bill and the Napier Harbor Bill were read a third time and passed. House of Representatives. Replies to Questions. In the House yesterday, replying to questions, Government stated it was intended to complete the sanatorium at Ohinemutu as soon as possible. The Native Lands Court for Tologa Bay had been adjourned at the request of natives who wanted to be off to attend to their crops. Arrangements would be made for a sitting of the Native Lands Court at Waiomatitini during the summer. Amendments made by the Council in the Napier Ilarpor Bill were agreed to. Motions. On the motion of Mr. Stout it was agreed that private members should have half of today’s sitting, but for the remainder of the session Government business should have precedence on Wednesdays. Second Readings. The Waikato Confiscated Land Bill and the Government Insurance Association Bill were road a second time. In Committee. On the motion for going into Committee on the District Railways Leasing and Purchasing Bill, Mr. J. W. Thomson, moved as an amendment, That the Bill be referred to the Public Accounts Committee for further information and investigation. Mr. Lake also thought further information on the subject should be laid before the members.

Major Atkinson said he had read the Bill carefully, and could not understand what Government intended to do. He doubled whether Government knew themselves, If the Bill was referred to a Committee it would expedite its passage through the House. After further discussion the motion for going into Committee was carried by 47 to 29. In Committee an amendment to clause 3 was moved by Mr. J. B. Whyte, That no contract for purchase of railways be of any avail until sanctioned by Parliament, was negatived by 38 to 25. An amendment to clause <5, moved by Mr. Turnbull, That the words “ with the addition of the actual amount of rates ” be omitted, was negatived by 86 to 25. Progress was then reported, and the House rose at 1.25.
