Napier Harbor Bill.
[Own Correspondent.] Wellington, October 3.
In the Council yesterday the Napier Harbor Bill was considered in Committee, and a clause added giving votes to ratepayers, when a poll is taken, on the same representation for property as in municipal and county elections. On clause 37 progress was reported, there being a question whether the majority in favor of borrowing should be both in the value of property and in the number of votes.
