PLOT AGAINST KING MILAN. GLADSTONE AT EDINBURGH. [Reuter’s Telegrams.] Vienna, September 2. News has been received here that a railway train, by which it was expected that King Milan, of Servia, was travelling towards this city, was thrown from the rails during the journey. The accident is believed to be the result of a plot against His Majesty’s life. London, September 3. Mr. Gladstone delivered his third and final speech on the events of the past session at Edingburgh last night. On this occasion the Premier’s remarks were confined to an exposition of the Government policy in relation to the reform of the franchise. Mr. Gladstone’s reception at Edinburgh, throughout his visit, has been of tiie heartiest character. Arrived steamship Bombay from Lyttelton (Julyjl). It is freely rumored that Lord Carlingford, owing to ill-health, is about to resign his position in the Ministry as Lord President of the Council and Lord Privy Beal, and that he will be replaced by Earl Roseberry.
