PARLIAMENTARY.

(Per Press Association.) Legislative Council. FRIDAY, AUGUST 29. The Legislative Council met at 2.30 p.m. New Government. The Commissioner of Trades and Customs (Hon. Mr. McLean) announced the formation of a new Government. He referred to the no-confidence motion, of which notice had been given in another place, and proceeded to speak of the necessity of members sinking minor differences. Sir George Whitmore asked if the hon. gentleman was in order in making remarks to which other members could not reply. The Speaker thought Mr. McLean was transgressing the rules of debate in doing so. The Commissioner of Trade and Customs, concluding his remarks, said he had joined the present Government because he thought that from his experience he could assist in working out the position of the country at the present time. Motions. On the motion of Colonel Brett, it was agreed that all public petitions presented last session, and not finally reported on. be referred to the Public Petitions Committee, as if presented during the present session.

Chairman of Committees. Mr. Miller was elected to act as Chairman cf Committees in the abflence of Captain Baillie. Supplu. The Imprest Supply Bill was received from the Lower House, and the second reading was briefly moved by Mr. McLean. Sir George Whitmore, in speaking to the second reading, alluded to tie constitution of the new Ministry, which he said was another edition of the continuous Ministry. The Bill was then read a second time, passed through Committee without amendment, and advanced through its remaining stages. The Council adjourned at 2.55 p.m. House of Representatives.

The House met at 2.30. New Bills, The following bills were introduced and read a first time ;— The Repeal of the Property Assessment Act and substitution of a Land Tax (Grey). To regulate the admission of persons to practice in Courts of Law (Grey). To substitute affirmation in lieu of oaths (Grey). To reduce any sum that may be payable to and receivable by certain members of the Legislature for their expenses or honorarium during the present session (Grey). To provide for the construction of a harbor at Gisborne (Grey). For better securing the purity of intoxicating liquors (Levistam). Winton and Port Chalmers Borough Empowering (Cowan). To amend the Licensing Act, 1881 (Steward). To amend the Auckland College and Grammar School Act, 1877 (Dargaville). Changing the trusts of the Christchurch market reserves (Holmes). The Napier Harbor Board Empowering and Loan (Smith). To amend the Anatomy Act, 1875 (Fulton), To amend the Employment of Females and others Act, 1881 (Bradshaw). Napier Hospital (Smith). To define and regulate the hours of labor within the Colony of New Zealand (Bradshaw). School Committees Election (Steward). Hold tiki Racecourse Reserve (Bevan). Presbyterian Church of Otago Amendment (Larnach). The No-Conjidence Motion. On the application of Mr. Stout, it was arranged that the no-confidenoe motion should be taken at 7.30. The House adjourned at 3.5 to 7.80. At 3 a.m. a division was taken, with the following result :—
