Franco-Chinese War.
[REUTER'S TELEGRAMS.] London, August 23. 11 a.m.—A telegram has just been received from Foochow announcing that the French fleet opened a bombardment upon the Chinese arsenal near that town at two p.m. to-day (Saturday.) 5 a.m.—Latest telegrams to hand regarding the course of events in connection with the Franco-Chinese war, give full intelligence. Li Tong Pao (a Chinese Minister) left Paris last night. Three Russian ironclads have been despatched to reinforce the Russian fleet now cruising off the Chinese coast. The Governors of Kwangsi and Yuinan have been ordered to proceed to Tonquin. A telegram, despatched from Foochow at 10 p.m. states that Admiral Courbett bombarded the Chinese arsenal, near that town fo: thr»e hours and entirely destroyed it, together with seven Chinese gunboats which were sunk by the fire of the French ships. Two other gunboats escaped. The European residents at Foochow have not been molested, although great excitement prevails among the Native population.
