House of Representatives.
The House met at 2.30 p.m. Mr. J. W. Thompson gave notice that he would move as an amendment to the Address-in-Reply, That the Government as constituted did not possess the confidence of the House. Replies to Questions. In reply to Sir George Grey the Hon. Mr. Stout said that as this was a private members day he saw no reason why business should not proceed despite the No-confidence amendment tabled. Replying to Mr. Seddon, the Hon. Mr. Montgomery said that Government had intended to bring a Bill down to amjnd the Westland Education District Subdivision Act.
Replying to Mr. Smith, the Hon. Mr. Montgomery said no instructions had been given to the registration officer of Hawke’s Bay to refer all claims for registration to the police. Replying to Mr. Guiness, the Hon. Mr. Richardson said the vote taken for the construction of the Greymouth Harbor Works had been exhausted, and that was the reason the works had been stopped. The matter was under consideration with a view of making further provisions. Bills.
The following Bills were introduced and read a first time. To amend Licensing Act 1881, Amendment Act, 1882, (Shrimski), To confer additional power on the Kaiapoi Domain Board. (Richardson). Manukau Harbor Board, (Hamlin). Caversham Drainage, (Barron). Otago Harbor Board Impowering Act, 1874 Amendment, (Boss). Pensions, (Shrimski). Invercargill Reserves Leasing, (Hatch). To abolish plurality of voting at elections of members for the House of Representatives, (Barron). Police Offences, (Stout). Married Women’s Property, (Stout). Timaru Market Reserves Leasing, (Turnbull).
To extend hours of polling at Parliamentary elections, (Barron). To provide for disposal of unreclaimed lands, (Wakefield). To prohibit the introduction of certain animals into the Chatham Islands, (Wakefield). Mines 1877 Amendment, (Seddon). Motions Agreed To. The following motions were carried. Return of existing endowments for secondary and University education in the colony, (Seddon). Return showing the approximate value of school buildings, teachers' dwellings, etc., (Moss). Return showing the number of Armed Constabulary in each of the North Island districts; also the number of Maories in each district, (Moss). Motions. Mr Seddon moved that Mansard should be sent free to County Councils, Borough Councils, and Road Boards. Mr. Hursthouse moved as an amendment that it be abolished altogether. For amendment 12 voted, and against it 72. Mr. O’Connor moved as a further amendment, “ That a charge be made to cover the cost of printing, binding, etc.” Carried on the voices. Mr. Fulton moved as an amendment, “ That the free list be abolished with the exception of one copy to each member.” The question was put that the amendment stand as part of the question. Ayes, 31; Noes, 41. The original motion, as amended, was then put and carried. General Busi nets. In view of the No-confidence amendment, Mr. Stout said that the Government would not proceed to move for the election of sessional committees, unless such committees as were of an urgent character. Library, House, and standing orders committees were appointed. The House adjourned at 4.35 till 7.30. The House resumed at 7.30. The No-Confidence debate lasted until midnight, when a division was taken on the amendment “ That the Government does not possess the confidence of the House,” and resulted in the defeat of the Government by nineteen.
