COOK COUNTY COUNCIL.
The following is the continuation of the report of Thursday night’s meeting, crowded out of last issue :— Pounds. The County Clerk reported that the Ormond pound was conducted in a satisfactory manner. With respect to the Matawhero pound the licensee was three months in arrear with his returns, and five months with his fees. Repeated demands had been made to poundkeeper, but beyond giving promises, nothing more was done by him. The Karawa pound was a dead letter, no returns having been received from it for a year. The Clerk was instructed to take legal proceedings for the recovery of the fees which were in arrear. Slaughter Houses. The Inspector reported that with the exception of Thelwall <fc Co’s, the, slaughter houses in point of cleanliness were not up to the mark. The drains were dirty and the buildings neglected. The house at Makaraka had been closed and the business was now conducted at a suitable site near the river at Pipiwhaka. In view of the possible inroad of a serious epidemic he would feel it incumbent upon him to enforce the cleanliness of these houses. The returns had not come in regularly, some of them being five months behind. He had notified all slaughter house keepers to furnish their returns by the 20th instant, failing which he would enforce the penal clauses of the Act. The report was approved of, and the action of the Inspector endorsed by the Council. Dog Registpvtion. The total number registered to date was 564. One European and nineteen Natives had been brought before the R.M. for breaches of the Act, and 15 convictions had been obtained. Mr. Pegley having left the district, another Registrar for Ormond would have to be appointed. Out of 58 dogs registered in the Waiapu Riding only one was the property of a Native. As a new Registrar had been appointed for this district, possibly there may be an increase in the number of dogs belonging to Maoris registered. The constable stationed at (»rmond was appointed Registrar for that district, provided that the sanction of his superior officer is obtained, the remuneration to be ss. a collar, for the balance of the year. Rates, The Clerk reported that owing to the absence of the County solicitor several cases against Natives for the recovery of rates had been adjourned to Tuesday next, when the legal points raised aio to be fully argued. The amount of last year’s rates still outstanding was £362. Over £l2O had been paid in on account of this year’s rates, the last demands for which had only been delivered eight days ago. The sum of £l,lOO due by Government was now two months overdue, the changes in the Ministry, no doubt being the cause of this. The report was adopted. Makaraka Weil. The Engineer in his report stated he had interviewed Mr. Stevenson with reference to obtaining the right of email freehold at the
site of the well. He would not grant a freehold, but would allow the Council to undertake any work they may deem advisable to procure a permanent flow of water and give them a right to the site so long as the water flowed. On Saturday last, after a cessation of five weeks the water commenced to flow, for which freak of nature the Engineer was not able to account.
It was decided that nothing further be done in this matter. Kaiieratahi Road. The survey of the deviation of this road had been made, and forwarded to the Survey Office by the Engineer. Waimata Road. It was decided that the Engineer call for tenders for repairs, and erecting culverts on this road. Gisborne-Wairoa Road. An expenditure of £3O was sanctioned for removal of slips, and repairs to culverts between Te Reinga and the Waihau Lakes on this road, the work to be done by labor procurable on the ground. East Coast Road. The Engineer reported that several small contracts were in progress on this road, under the supervision of Mr. Haig. He also made several recommendations as to works required and laying off new line. Bepongaere Ford Road. It was agreed to postpone the work of forming and gravelling for two months, as the money could then be spent to better advantage. Tologa Bat Punt. It was resolved that this punt be leased by public auction at the termination of the present lease, September 15th. Pakirikiri Ferry. It was resolved that 20s per week and fees be offered to work the punt for the next two months. Payments. The following accounts were passed for payment:—R. H. Cr. Milner moved that the sum of £350 be expended for roads in Waiapu Riding. The road wanted laying off at once. Last year the rates for Waiapu Riding were £BOO, and nothing had been expended, no wonder that they were calling out for separation. It was nothing but fair that they should have it. It was resolved, after a discussion, lasting fully one hour, “ That Mr. Barnard be asked to lay off the East Coast road at once and that the sum of £350 be expended in making a permanent road north of Tologa in September next.” The business was concluded at 1 a.m.
