SERIOUS ARAB RISING. CAPTURE OF SARA AND OTHER TOWNS BY REBELS. DESPATCH OF TROOPS TO THE SCENE. [Reuter’s Telegrams.] London, July 31. The Daily News in its issue this morning publishes a telegram saying that a serious rising has occurred in the Southern province of Yemen on the Red Sea Coast of Arabia. The Arab Insurgents have declared themselves followers of the Mahdi, and have mustered in great force. Sara, the capital of the province has yielded to them, and they also captured several towns and villages. The Governor of the province found himself entirely unable to cope with the Insurgents. The Porte has despatched a force of 10,000 troops to restore order,
