The Tonquin War.

[Reuters Telegrams.] HOSTILITIES AVERTED. Hong Kong, July 19. It is announced that the Emperor of China has issued an order that the towns of Langson, Laotoi, and Coabang, in Tonquin, now in the occupation of the Chinese, shall be surrendered to the French troops within a month. Parleying between M. Patenotre, French Minister, and the Chinese officials at Shanghai on the subject of France’s claim for indemnity on account of the Langson outrage is still proceeding. Meanwhile the French fleet, under Admiral Courbet remains at Foochow with a view of holding the place if the French demands are refused.
