[by electric telegraph—copyright.] [Reuter’s Telegrams.] MINISTERIAL CHANGES. Sydney, May 2. The Hon. Jas. Norton, M.L.C., has accepted a seat in the Cabinet as Postmaster General, vice, the Hon. W. J. Trickett who takes the portfolio of Public Instruction, lately held by Mr. Vincent since the resignation of the Hon. G. Reid on March Ist. THE UNEMPLOYED. In New South Wales the Government, in consequence of the great number of men out of work, are now offering employment to a thousand men. THE WAIRARAPA-ADELAIDE INQUIRY. Melbourne, May 2. Captain Lockyear continues in command of the steamship Adelaide on the strength of his certificate as second mate. The Victorian Navigation Board have communicated with the Adelaide Marine Board regaiding Captain Lockyear, but the Adelaide Board decline to interfere. May 3. Mr Stuart, the Premier of New South Wales, in replying to Mr Service’s circular anent the Recidiviste question, suggests that each Colony should address the Secretary of State for the Colonies, pointing out the dangers likely to result from the transport of French criminals to the Pacific.
