[by electric telegraph—copyright.] [Reuter’s Telegrams.] RAILWAY COLLISION. Melbourne, April 22. Two passenger trains from Williamstown came into collision last night outside the Spencer Street Station. Two carriages were seriously damaged, but no one was injured. MINISTERIAL ARRANGEMENTS. Adelaide, April 22. The following re-arrangement of Ministerial portfolios is announced:—Mr. Ramsay, the present Minister of Works, becomes Chief Secretary, aad Mr. Bray, who has held the latter office, assumes the portfolio of Colonial treasurer, vice Mr. Glyde-Boyes, appointed Minister of Works. HANLON. Sydney, April 22. No sculling match has yet been arranged between Hanlon, the Canadian oarsman, and any local representative.
