1 reuter’s telegrams.] NEW SUPREME COUNCIL.—ANTIFOREIGN POLICY. Hong Kong, April 19. A new Supreme Council of the Empire has been appointed at Pekin. The ministers who were recently publicly degraded on account of the want of success attending the Chinese arms in Tonquin have been replaced by avowed supporters of an anti-foreign policy.
