Sir William Vernon Harcourt, Home Secretary, addressed his constitutents at Derby last evening. In the course of his speech he took occasion to say that he entirely disagreed with the opinion recently expressed by Earl Roseberry at Dundee, that the Government manifested a want of interest in Colonial affairs. DISASTROUS FIRE.—TREMENDOUS LOSS OF PROPERTY. Calcutta, April 17. Telegrams are to hand from Rangoon reporting that a disastrous fire has occurred there, tremendous loss of property having resulted. AUSTRIA AND TURKEY. Constantinople, April 17. Archduke Rudolph, Prince Imperial of Austria, has arrived in this city on a visit to the Sultan. His Highness was accorded a splendid reception.
