The Tonquin War.
[Reuter’s Telegrams.] DISGRACE OF THE FIRST SECRETARY OF STATE. Hong Kong, April 11. Intelligence has been received here that a serious crisis has occurred at Pekin. Pring Kung, First Secretary of State, and four of his colleaguos, Privy Councillors, have been publicly degraded by the Empress for their dilatoriness in connection with the Tonquin question. April 13. Telegrams have been received from Tonquin announcing that the French Expedition had arrived at Honghoa, and at once opened a bombardment against it. The Chinese garrison offered but slight resistance, and speedily evacuated the town.
