GISBORNE HARBOR BOARD

A meeting of the above Board w«b held in the Council Chambers on Tuesday evening, the 12th inst. Present: His Worship the Mavor in the Chair Messrsrs. Townley, Lewis, Tutchen, Whinray, Hepburn. Smith and Chrisp. The minutes of the previous meeting wore read and confirmed. Cobbespondence. The outgoing correspondence was then read, consisting of a letter to Government concerning the Common Shelton claim, and a communication to our M H R. Mr. MacDonald. A letter was received from the proprietors of “ Facts ” stating they were prepared 'o tender for any printing, advertising, Ac., for the Borough. It was moved by Mr. Whinray and carried, that the letter* be acknowledged in the usual manner. Mr. I’utchen here rose and said he ihoignt they should apply at once for tenets for printing and not pay the prica or Bs. per inch, as they were no ;r doing when they could get it done for leas than one fourth of this sum. It was tho duly of the Board to go to tha chss.pi:.; fntrket. His Worship said the Board would proceed v iiii the immediate business. Payments. The following amounts were passed for payments : —Stamp for Harbour, £1 7s; two weeks salary for wharfinger, £5 ss. Sir. Chrisp here asked the result of the motion at last meeting re appointment of Board solicitor. His Worship informed him that the I question had been adjourned. Bye-laws. Mr. Chrisp understood that a com* mittee had been appointed to deal ■ with the bye-’aws. ; Whabf Plans and Specifications. i Mr. Chrisp informed the Board that i the Public Works Committee had | thoroughly inspected the harbor and i site for the new wharves, and lucidly i and clearly explained the whole plan, j showing the great advantages to be derived from certain points they bad , adopted and showed the necessity of I making a few alterations which he suggested, He stated that every sible thing had been considered so as to afford the greatest facility fo£ shipping and discharging cattle, goods, &c. The old stock whare would re« main until the new one was available for use, thus preventing any inconvenience whatever to shippers. None of the old timber was to be used ill the new construction. i Mr. Whinray thought the plana ! perfectly satisfactory, and eaid i they should be adopted and specifli cations be drawn out, so as to call for tenders at once, with a view to facili- | fating the work as soon as possible. I Mr. Chrisp asked the cost of sheathing the twenty-five piles with mnnty -metal. The Engineer explained that the coat of metal, labour,, and fitting would be about £5O. Mr. Chrisp stated that it would only take about three hours to sheath each pile. Mr. Smith thought that only the front piles required sheathing. Mr. Tutchen would like to see the whole of them done while they were about it. Mr. Chrisp explained that the back piles were only in the water for a short time each tide, hence the absence of any necessity to sheath them. Mr. Townley enquired the size of a sheet of muntz metal, Ac. Captain Thompson kindly informed the Board that the metal was uniformly 3ft by 3ft 4in, and that it would take a sheet and a narrow strip to encircle each pile. Mr Chrisp advised that the frontrow of the piles be sheathed sft up. The plans were unanimously adopted. Extbaobdinaby Business. The minutes of the last meeting referring to the appointment of a solicitor were here read, viz., Mr. Chrisp moved and Mr. Smith seeon* ded, that Mr. Nolan be appointed solid ior to the Board.

Mr. Whinray thought that one solicitor would do for both Boards. Mr. Lewis could not see the neces* sity for any solicitor at present, and thought the appointment of one with retaining a fee of about £lO a year a waste of money. Mr. Tutchen could not see any necessity for a solicitor. There were always plenty of them to be got in Gisborne at eny time, if the Board should require one. Mi*. Townley thought that in the event of any solicitor being appointed, the Harbor and Borough Council should be represented by separate gentlemen For his part he could not see the slightest necessity for a solid* tor at present They need not be afraid but what they would be able to obtain legal advice and assistance should the necessity one arise, at the profession was well represented in Gisborne. The question was again adjourned. Pbin ing and Advebtising Mr. Tutchen proposed that tenders be called for printing and advertising. He did not believe in paying so much when they could get it done cheaper by tender. Mr. J. Bourke. Clerk to the Board, here observed thet a complaint had once been made that tenders did not get sufficient notice. The Standabd was only published three times a week and he considered that an objection to it as an advertising medium for their tender notices. ( Mr. Lewis said that, as far as the bye laws were concerned, there was no mention about daily papers. He thought that each paper should •be used. Mr Townley said the objection raised against the Standard because of it publishing only every alternate day did not affect them at all. They generally gave a fortnight’s notice of tenders, and if the Standard were used an advertisement could only be delayed one day at the very farthest. Mr. C. Smith thought each paper should have a chance. He would second Mr. Tutchen’s proposition.—Carried. The Board then went into Committee on the bye-laws, and the reporters had to withdraw.
