President Arthur delivered an address yesterday, in which he referred at aoms length to the Irish question, and It* bearing on America. He stated that it wm impoasible for the U.B. Government to adopt any decisive policy with regard to the action* of the Fenian* in the United States. So long a* they kept within the limit* of tlulaWthe Government wa* powerleu to interfere, either to suppress their meetings, or to re strict their speeches. Egan, the late Treasurer of the Irish Land League, and Sheridan, Who is supposed to be one of the member* of the Irish Auauina tion Committee, both of whom ar* at pfeunt in America, have delivered addreue* on the subject of the recent Fenian explosions in London. They both declared that this was the only means by Which the Iriah oolild obtain redress from the Etiglhh Government, and they insisted that Ireland should ptf ■ severe in blowing up the public buildihgs in London until the concesalona uked by the party were granted. They strongly reoommended the Use of dynamite, as being more efficacious than any Other weapon pouessea by the Irish. Ths excitement consequent on the recent explosions in London remain uhabated, and additional precautionary measure* are being taken every day. The guards at the Chatham Dockyard nave been considerably Increased,
