GISBORNE HARBOR BOARD

The fortnightly meeting of the above Board was held on Tuesday evening. Present— Messrs E. K. Brown (chairman), Townley, Lewis, Chrisp, Tutchen, Smith, and J. Brown. The minutes of the previous meeting were read and confirmed. The outgoing correspondence was read and approved. Wharf Extension. The Chairman said he had given instructions to the Engineer to communicate with the Government as to the exact requirements, and a reply was expected by next steamer. • ‘ Auditing. The report by Mr D. Johnston, jun,, was agaiu read, and it was also stated that the supposed deficiency simply arose through the incomplete system of keeping certain records. The money had been satisfactorily accounted tor. M r Townley said that tn other towns a copy of the manifest was sent to Harbor Board, and that this would materially facilitate the work of the Auditor. Mr Chrinp ®aid he doubted the power of the Board to compel the masters of vessels to supply the third copy of the manifest, and was proceeding to say that he thought that objection would be made, when the Secretary said that according to the Act the Board had the power to pass a bye-law compelling all masters of vessels to forward to the Board a correct list of the goods to be landed. Mr Chrisp moved, and Mr Lewis seconded, That all masters of vessels be requested to supply to the Harbor Board a correct manifest of all goods on which wharfage are leviable. Carried. Mr Chrisp suggested that the Secretary aud Chairman should wait upon Mr Johnston relative to the unpassed audit, and this was agreed to unanimously Mr Chrisp suggested that there should be a copy of the tariff posted up conspicuously on the wharf.

Brown >i?om»ded this, and it was carried, In reply to Mr Townley, the Secretary stated that no rejfly had been received from Messrs Common, Shelton, and Co.’s last letter, and asked that a note should be taken on the minutes as to the discourtesy of the firm. Mr Smith suggested that a letter should be sent to the Government with the plans of the proposed reclamation and extended wharf accommodation, asking that the Board should be informed if there are reasons, and if so, what they are, and why the Crown grants httvo not been forwarded. He wished the Board to be informed either one way or the other. After discussion, Mr Townley suggested that the Government should be requested to inform the Board as to what should bo done, in order that the grants should be supplied —the letter to be sent separately ana not with the plans. Agreed. Eventually it was resolved, That the Secretary be instructed to write to the Government and inform them that the Board has been formed six month®, and having complied with tho Act, are anxious to know why the grants have not been completed. Mr Townley pointed out that in connection with the wharf it would be necessary to have a conveyance from the Borough Council to the Harbor Board, After some further discussion, it was decided to incorporate in the letter previously ordered to be sent to the Government the fact that the Harbor Board had purchased from the Borough Council the right to levy tolls, wharfage, etc., for the sum of £l2OO.
