Mr Fink, as Solicitor for .Mr D. Heptam; filed in the Resident Magistrate's Court this afternoon, a petition praying that the rioetlon of Mr Thomas Chrisp be dselared opfrl on the ground that hs was incapable of baiag elected to, or of holding the office of Councillor.
