Telegrams are to hand announcing that the installation of Cetewayo having been completed, Sir Theophilus Spyrltone and the British troops are now returning to Natal. LONDON, Feb. 3. Four persons have been arrested on a charge of complicity in the murder of Lord Frederick Cavendish and Mr Burke. They were brought up at the Dublin Police Court, and identified as having been seen in the Phcenix Park at the time the crime was committed. One prisoner, Carey, is the occupier of a house in which the knives it is believed were used to commit the crime were discovered by the police. The prisoners were remanded until next Monday, the sth inst. The Admiralty are despatching to Bombay, Hong Kong, Capetowm, and Sydney a large number of guns suitable for the armament of merchantmen, with a view to supplement the regular naval squadron in case of war. The market rate of discount has risen to 3|. New Zealand Five par Cent 1889 Loan to-day is quoted at !05£. There are no other changes to report in the money market; Colonial breadstuff's and tallow are without quotable change. PARIS, Feb. 3. MM. Duclerc and Fallieres are now convalescent, and will shortly resume their place in the Chamber of Deputies. Prince Jerome Bonaparte is suffering from severe indisposition, and has been removed to the Infirmary at Auteuil, near the Bois de Boulogne. _
