THE WATER SUPPLY.
TO THE EDITOR. Str, —In your issue of yesterday, I observe a letter copied from the “New Zealand Times,” with reference to the conditions prepared by the Gisborne Boiough Council for competition schemes for a water supply. I would have taken no notice of the letter but for the fact that it is most misleading, inasmuch as the writer, after quoting several of the clauses of the conditions, omits to quote No. 10, which reads as follows: —“ That in the event of the works being proceeded with, the successful competitor to be employed to carry on the supervision of the work at a per centage to be agreed upon.” The per centage to be agreed upon may, and probably will, be a liberal one, in fact the professional gentleman undertaking the work will, I should imagine, see that it is so. It seems to me unfair both to the Council and competitors that the writer, writing as he has done of the bonus offered, should have overlooked the clause in the conditions which is intended to be the inducement to persons wishing to compete.—l am, etc.,
