Common and Shelton have complied, as far as in their power lies, with the conditions of the agreement, and some one will have to bear the consequences of noncompletion. If the Borough Council have unluckily made a mistake it certainly does not seem wise on the part of that body to supplement such mistake with a bigger one. What does the Saw say ?
