[reuter’s telegrams]. BY ELECTRIC TELEGRAPH.—(COPYRIGHT.) LONDON, Nov. 24. Tenders for the Four per Cent. One Million Loan for South Australia were opened to-day. The total amount offered was found to be £574,000, the tender averaging £99 12s 6d. Tenders will now be invited at par for the unallotted balance of £426,000. The Right Hon. H. C. E. Childers, Secretary of State for War, has gone to the Continent on a trip for the benefit of his health, which has become seriously impaired through overwork. H.R.H. Duke of Edinburgh is at present suffering from a severe attack of bronchitis. The debate in the House of Commons upon the Hon. Mr Gladstone’s proposed new xules in reference to the business of the House has been rapidly proceeded with at recent sittings during the past week. Seven

more of the Premier’s resolutions have beell pastied, and all rules affecting procedure have now been passed, and all matters affect; ing procedure have now been dealt with; Three of the resolutions affecting the Standing Committee alone remain to be discussed; Nov. 26, Consols remain at 102 J.
