[reuter’s telegrams]. LONDON, Oct. 24. Further intelligence is to hand regarding the effect of the cyclone which passed over Manilla yesterday, and fully confirms the previous statements. Sixty thousand people have been rendered homeless. Few, however, lost their lives. Both Houses of Parliament met to-day for an extraordinary autumn session. In the House of Lords Earl Granville gave notice that on Thursday next he would propose a vote of thanks to the army for its recent services iu Egypt, aud that he would subsequently move the adjournment of the House until November. Consols advanced |to lOlf. Market rate discount is reduced by |, and is now at 35/8. Bank rate remains at 5 per cent. New Zealand securities firm at last quotations. Colonial breadstuffs continue quiet, but firm, as follows :—Adelaide wheat, ex Warehouse, 49s ; New Zealand ditto, 43s to 465; Adelaide flour ex Warehouse, 34s j Australian tallow, best beef, 43s fld ; best mutton, 465. The London Chartered Bank of Australia declared a dividend of 3 per cent for the past half-year, and carries forward £5OOO to the reserve fund. A severe storm has been experienced throughout England, a heavy flood having resulted therefrom, aud has proved disastrous in many places, with much destruction of property. In the House of Commons to-day Mr Gladstone, in introducing his motion for Reform of Procedure of the House, announced that he was determined to adhere to the first rule to be proposed, viz., that of empowering the Speaker to put questions forthwith, but he was willing to agree to some modifications of the other rules. Ou the motion of the Premier precedence over all other business was glveu to consideration of the new rules. ALEXANDRIA, Oct. 24. Voluminous correspondence between Arabi and the Sultan has been recovered by the British, but no reliable information has as yet beeu allowed to transpire. PARIS, Oct. 24. Intelligence U to hand from Tunis that the Bey is seriously ill, and no hope is entertained of his recovery.
