[united press association.] WELLINGTON. In the House yesterday Mr Driver gave notice of motion that on going into Committee of Supply, he would move that in the opinion of this House it is impossible that one central legislature and administration can no longer manage the local affairs of the two Islands, and make the appropriations in an equitable and satisfactory manner. 2. That to maintain the federal unity of the Colony and secure a more economical administration and just legislation it is absolutely necessary that this should be on intermediate financial separation of the two Islands. 3. That a respectful address be presented to His Ex cellency the Governor to the effect that he may be pleased to appoint a Royal Commission to enquire into the finacial position of the two Islands having regard to the revenue and expenditure in the past, and recommend terms upon which such financial adjustment may be fairly carried out, and that a Bill based upon such recommendations be prepared during the recess and introduced within 14 days of the meeting of next session of the present Parliament. St. Andrew’s Church, belonging to the Presbyterian body, and respecting possession of which a dispute has lately arisen between the late pastor and his congregation, was burnt down this morning shortly after one o’clock. Mr Breach, but the trustees of the Church have lodged a protest against the money being paid to insurer, as he had no legal interest in the building. It appears that the dispute had in no way been settled, and the Committee had put fresh locks on the Church, as the Rev. Mr Breach had been heard to state he would preach in the building on Sunday, and a clergyman from Auckland had arrived to take his place in the pulpit. It is expected an enquiry will be held, as incendiarism is suspected*
