The bill for the better protection of women and children in England from crimes of violence, prepared ana brought in by Mr T. D. Sullivan, Mr Justin M'Cartliy, Mr Sexton, and Mr Richard Power, provides that any male parson of the age of 15 years or upward! who shall be convicted of unlawfully beating or wounding any female shall, at tho discretion of the court, be exposed for any period not exceeding four hours in a public pillory, or other similar contrivance, erected in some public place of resort In the parish, and filling such exposure there shall be' near above Ids head a board or placard setting out in legible letters at least 21n. in lengtli the name of tho offender and tho words " woman boater," ‘f wife beater," or other words indicative of his offence i i;'**9, that upon second offence the offender may bo ordoi'eq by the court to be whipped ; also, that auy pcr ; >on of the age of 15 years or upwards whq shall be convicted of unlawfully wounding qb otherwise ill-treating qny child l2 yeqrs of age, shall be subject to the punishment above specified, The Act, to be called tho “ Wife Beaters Act, 1882," shall not apply to Scotland or Ireland.
