In the Council yesterday the Imbecile Passengers Bill was finally passed and several other Bills advanced in stage, In reply to questions Ministers stated that the increase in wages of Railway laborers would date from the 21st iust. They would place a sum on the estimates to enable local bodies to take up the work of tree planting vigorously. The Government
would take the opinion of their legal advisers to to the personal responsibility of Members. The Education Board of Westland, to refund the sum of £5,700 taken by the Board from the Building Fund of 1881. The money had been paid by the Government without a voucher in advance, as it was not usual to require them. The Guvernment could not say what steps they might take in the matter, but they did not intend to appoint a commission on the subject. The following Bills were introduced —Counties Act Amendment Bill,
(Atkinson). Resumption of land for Gold Mining Purposes Bill, and Gold Mining on Public Reserves Bill, (Bolleston). The Speaker ruled that Grey, as a private Member, could not introduce a Bill to impose a new tax. His Land Tax Bill was therefore out of order- Width of Streets and Roads Bill and Gas consumers Liability Bill was read a 3rd time and passed. A number of private Members unopposed Bills were formally read a 2nd time. The Stamp Duties Bill, and Cemeteries Bill were read a 2nd time, and referred to Statutes Revision Committee.
Tawhai resumed the debate on Native Reserves Bill, which he strongly opposed, declaring that the bill frightened him and his people. Mr Bryce stated that the bill was a Ministerial measure in its fullest sense. It was a measure for the benefit of both races, and he hoped to see it pass substantially in its present shape, although he would not object to add a Maori member to the board. Mr Beetham had not liked the bill at first, but after studying it was convinced that it would be beneficial.
Mr Whitaker supported the Bill, but would like to see considerable alterations in Committee.

The Native Land Division Bill was on Bryce’s motion, read a 2nd time. Mr Dick moved a second reading of the Leaseholders Qualification Bill. Montgomery opposed, as it was en. couraging plural voting. Mr Leves. tam and Mr Joyce opposed, and Mr Hurst and Mr Peacock supported the Bill, Mr George and Mr Turnbull said in Committee they would try and limit the franchise to a single vote. The second reading was carried by 31 to 21.
The Aliens Act Amendment Bill passed through Committee with a new clause making naturalisation fee 2s fid for all except Chinese. The Sheriff’s Act Amendment Bill was read a third time and passed. The Education Districts Bill and Industrial School Bill passed through Committee, and was reported with amendments. At 1.25 the House rose.
