7uly 9. lI.M. troopship Mutably has Isft Portsmouth for Gibraltar, with two Regiments of Infantry to reinforce Siha garrison there. The work of arming and strengthening the forts commanding the harbor and city has been resumed by the Egyptian troops, and Admiral Sir Beauchamp Seymour has therefore sent his ultimatum to Arabi Pasha, demanding the surrender of the forts to the Allied Powers within 12 hours. FRANCE TO THE FORE. Paris, July 8. In the Chamber of Deputies to-day, M. Freycinett, Premier and Minister of Foreign Affairs, proposed a vote of credit of eight million francs to cover the expenses connected with the despatch of the French fleet to Egypt.

THE ACTION OF THE SULTAN. Constantinople, July 8. It has transpired that the Conference of the European Ambassadors now sitting here has decided that it will on Monday next formally invite the Porte to despatch troops to Egypt to determine the present crisis in that country by armed intervention. In the event of refusal on the part of the Porte it is probable the Conference will recommend a mixed occupation by other European powers. The Sultan has now formally declined the request of the European Ambassadors that a Turkish delegate should be appointed to join in the conference on the Egyptian question. ARABI PASHA REFUSES TO OBEY THE SULTAN. July 9. It has transpired that Arabi Pasha has been formally summoned by the Sultan to Stamboul, but that the Egyptian Minister has refused to obey his Majesty’s command-
