BOROUGH COUNCIL.

A Special Meeting of the Borough I'ouncil was held last evening nt tho Borough Council Chambers, at 7.30 o’clock. Present: His Worship the Mayor, Crs. Clayton, Whinray, Brown, Lewis, Townley, Somervell, and Tucker The Minutes of tho last meeting of the Council was read. His Worship said that this special meeting of the Council had been convened for the purpose of considering the No. 2 Waihirere water supply. Schedule No. 2 was read showing a total of £18,874 ss. After some discussion the 9-inch main was adopted with a total of £21,105 2s ; Discharge, 463 gallons per minute; Pressure, 1071bs to the square inch. His Worship then read the clauses of the Municipal Corporations Act, of 1876, with reference to the matter, as follow:—

“ The Council shall publish in the borough once in each week, for four successive weeks, a notice setting forth : 1. The particular work proposed to be undertaken. 2. The sum proposed to be borrowed for such purpose. 3. Any special rates or tolls, or rents and profits of any property which it is proposed to pledge as security for such loan, not being moneys received by way of grant from the General Government, or moneys heretofore pledged as security for any loan or appropriated to any special purpose. “ The Council may make and levy water rates as follows: 1. In respect of the ordinary supply: (a) Upon all lands and buildings to which water is supplied, whose rateable value on the valuation roll does not exceed twelve pounds ten shillings, a rate not exceeding ten shillings per annum; exceeds twelve pounds ten shillings, but does not exceed one hundred pounds, a rate not exceeding seven per cent on such value ; exceeds one hundred pounds, but does not exceed two hundred pounds, a rate not exceeding six per cent, on such value ; exceeds two hundred pounds, but does not exceed three hundred pounds, a rate not exceeding five per cent, on such value; exceeds three hundred pounds, a rate not exceeding four per cent, on such value. (J.) Upon all lands and buildings to which water can be but is not supplied, situate within one hundred yards from any part of tho waterworks, a rate not exceeding one half of the rates above mentioned, (c.) Upon all buildings used as stores or warehouses, or any purposes other than as dwelling houses, a rate of two and a half per cent, on the rateable value. (2). In respect of the extraordinary supply —such rates may be fixed by any by-law in that behalf or as may be agreed on, subject to any such by-law, with any person receiving such supply. (3), In respect of any

meter provided by the Council for measuring the quantity of water supplied, such annual charges as may be fixed by any by-law in that behalf. It was proposed by Cr. Townley, seconded by Cr. Somervell, and carried that the Borough Council propose to borrow £25,000 for 40 years, with a sinking fund to be created in the last 15 years for the purpose of supplying the Borough with water from the Waihirere stream. That for the payment of interest of such loan there shall be raised a special rate of five per cent, on all properties in the Borough, and in respect of the ordinary supply water rates as per Municipal Corporation Act, 1876, Part 11., Section 153, A.

Cr. Brown was of opinion that the scheme was premature, and that as an engine had been entered the water scheme was unnecessary until the drainage had been considered. The Council then adjourned.
