BOROUGH COUNCIL.
A special meeting of the Borough Council was held on Tuesday evening. Present: His Worship the Mavor, Crs. Brown, Townley, Somervell, Clayton, Whinray, and Lewis. The Town Clerk said that this meeting had been convened to confirm the bye-law in relation to cabs and cabstands. —Cr. Townley would suggest that the matter be temporarily postponed on the score of economy There were lew cabs at present in Gisborne. —Cr. Lewis followed in support of Cr. Townley’s argument. He would move that the matter stand over for the present.—Cr. Clayton seconding, the motion was declared carried. Cr. Lewis suggested that each Councillor be furnished with a copy of the information re the balance-sheets previous to their being considered and printed. This was agreed to. Cr. Lewis objected to the printing of the names of persons indebted to the Council. He thought that the practice was objectionable ; the Batiks might as well publish a list of those persons who owed them money. —The Town Clerk said the names had been inserted at the suggestion of the Auditors, who considered that the ratepayers were entitled to know- who were the borrowers.—His Worship disagreed with 1 liespeaker,and thought that the proceeding was unnecessary. The Sinking Fund Commissioners were responsible to the ratepayers. —Cr. Townley supported His Worship’s view.—The Town Clerk was instructed to see to this matter. Cr. Townley moved, and Cr. Brown seconded, that the balance-sheets as presented to the Council be confirmed and adopted. Carried nem. con. The special meeting then closed. The ordinary meeting of the Council then opened with the addition of Crs. Tucker and Tutchen. The minutes of the last meeting and the special meeting were read and euufirrned.
Outward correspondence was read. Inward correspondence:—From R. Wilson re pound ; agreed that it stand over for 14 days. On a letter from Hr. Pollen being read, leave of absence was given to the Overseer until Monday next. From Messrs Boylau and Landon proferring their services in Gisborne if required: acknowledged. From Rota Wai para offering land from Stanley-street to Waikanae creek : accepted with thanks; the Engineer was instructed to look to the matter. From MrG. S.Coopcracknowledging receipt of by-law N'o. 3 as altered. From Borough solicitor forwarding Foreshore Bill as drafted : resolved that the Bill be handed over to Mr McDonald, M.H.R., for presentation to the House, and that a copy be forwarded to the Minister of Marine. From Mr Marlin re Waikanae Bridge contract, asking for extension of contract time. Cr. Brown opposed the extension. His Worship also opposed ami thought this penalty should be enforced unless exceptional circumstances were evidenced. On the motion of Cr. Townley, seconded by Cr. Whinray, it was resolved that on completion of the work it should be decided whether the penalty should be enforced or remitted.
A letter from the Wharfinger was then read with reference to the overcharge on goods ; he regretted the circumstance and explained it. The matter then dropped. ANALYSIS OF WAIHERERE WATER. Mr Skey’s report on the analysis of the water from the Waiherere stream was then read. Cr. Tutchen said that the report did not enlighten him greatly.—CrTucker thought it should be suitably acknowledged.—After some discussion and a little chaff, it was resolved on the motion of Cr. Whinray, seconded by Cr. Brown, that a Water Works Committee composed of Crs. Somervell, Tutchen, and Townley, be appointed for the purposes of this work. Cr. Lewis brought forward the necessity of shifting the fire bell from its present position to a more advantageous one. The matter was discussed a some length, and it was finally resolved on the motion of Cr. Brown, seconded by Cr. Townley, that the Fire Engine Committee be requested to suggest a more suitable site, and that the Council undertake the cost of removal. Oxenham’s contract, the punt, and t various minor matters were then 1
discussed. The Auditors' fees were fixed at £G 6s per annum. Payments to the amount of £6O 10s were then passed. FORESHORE BILL. The Foreshore Bill, as notified by Mr McDonald, M.H.R., was then discussed. Cr. Townley moved that Mr McDonald should be interviewed on the matter.—Cr Somervell followed in support, and seconded the motion, which was carried nem. con. Cr. Whinray asked for information as to the fate of the East Coast Association, who were interested in this matter.
