In the House of Commons to-day, the cloture proposals of Mr Gladstone were under consideration, In the course of the sitting an amendment was proposed that Ministers and not the Speaker should have power to int imate adoption of cloture, but after a protracted debate the amendment was rejected on a division by a majority of 46. May 2nd. In the House of Lords to-day, at the opening of the sitting Earl Granville announced that Mr W. E. Forster had resigned his position in the Cabinet as Chief Secretary for Ireland. The noble Earl proceeded to state that the Government did not intend to initiate any new Irish policy, but added that Irish members of Parliament who were now iw custody in Ireland would be released forthwith ; while the question of the release of other “suspects” would bo considered without delay. Lord Granville concluded by stating that the Government did not intend to continue coercion measures for the suppression of disorder in Ireland in their present form. Melbourne, May 3. Premises in Swanson-street, Melbourne, occupied by one Aimbs as shop and residence have been placed in quarantine by the Health Officer, as it is believed that one of the inmates is suffering from smallpox. Considerable excitement, has been caused by the reported fresh outbreak. A caucus of Constitutionalists was held yesterday, at which it was decided to support the Government, against Mr Berry’s no-confidence motion. Ministers now expect a majority of fifteen. Intelligence is to hand that the barque Garstang, 301 tons, became a total wreck at Amoy, China. The officers and crew were saved.
