Melbourne, Dec. 22. The Victorian Parliament will be prorogued by proclamation tomorrow. London, Dec. 20. Nothing has been heard of the balloon which drifted across the English Channel, and fears are entertained for its safety. Walter Powell, M.P. for Malmesbury, aad others were occupants.
